ReaderBar is a jQuery plugin that aims to augment long HTML documents with a few navigational tools. It includes a button to go to the start of the document, arrows for jumping between headers/sections and bookmarking functionality. Along the left side of the document, it shows a "places bar" with quick access to headers and user bookmarks.

Please note that I have not done a lot of cross-browser testing, but feel free to let me know if it works in IE and/or Opera.
The plugin is actively developed and not yet stable, which is why I don't offer any direct downloads. But feel free to check it out on GitHub and experiment with it, if you are so inclined.
Proper documentation and example code will follow when the interface is finalized.
This plugin is very new and is expected to evolve a lot in the immediate future. If you're interested, you might want to stick around the GitHub repository.
